We also have this problem occasionally.  Typically restarting the server takes care of it.  There's also this from ESRI: http://support.esri.com/en/technical-article/000015549

Make sure the account running ArcGIS Server has full access to all the necessary locations.

    Hi Jordan,

I'm not sure we have rights to restart the amazon server.  Is this something Geocortex can do for us??

I have run into this and just starting/stopping the ArcGIS Server service in Services does it. Not restarting, but stopping/starting. Not sure you have access to this with AWS?

We don't use AWS, but I always assumed it was just a VM and worked like a normal server.  Unless Geocortex manages your ArcGIS Server, I'm not sure they could do anything.

You need to talk to yur server admins about this.  Did you try restarting the ArcGIS server like Heather recommended?  How did that go?  How about the vm/box itself?  This is definitely not caused by Geocortex in any event.

Try stopping and starting the following AGS processes.
