Updated Trusted URLs without Manager

Is it possible to update the list of trusted URLs without going through Manager? We have a couple servers with just the REST API installed and no Manager...

  Yes, they're stored in:

   

  ..\Geocortex Essentials\instanceName\REST Elements\Sites\RestAppSettings.xml
