Add a notification alert if/when a server is rebooted...

Add an option to turn on an email notification (alarm/alert) if/when a particular server (Essentials server, ArcGIS servers, etc...) reboots. This would alert the Geocortex admin immediately to potential impacts to Geocortex applications, sites, services, etc...
