Allow custom workflow containers to be set up so multiple workflow windows can remain open

Allow two workflows running in two separate containers that are both in non-modal windows (i.e. tabs in the left hand pane).

This is possible in workflow 4. This is achieved by definining two custom containers in the site configuration and then referring to them in the Configure Workflow Container activity.
