Allow command: syntax to work with any link presented to the viewer

Often time it would be nice to generate links within markdown form elements to initiate workflows instead of having to build full forms button bars for that purpose.

For example:

###### [Zoom To](command:RunWorkflowByUrlAndInputs?Url=https://some.argic.com/home/item.html?id=0b662052943c42d798b7be657dfa912f&myParameter=23434)

Obiviously feature tokens would not be supported in this context, but I would assume the link should still work. Unfortunately the HTML5 client does not support this.

As an alternative allow setting the hash on the current URL to initate a workflow. https//myViewere/.....#RunWorkflowByUrlAndInputs?.....
