Scale dependent visibility not recognized by print export

Which option are you selecting when choosing the print scale?

Current extent will change the visible scale to enable the area in your map to be viewable in your printed map. This can sometimes adjust your scale beyond your set visible scale limits. Current Scale will preserve the scale, but adjust the extent to match the scale of your map. Does it have the same behavior if choosing "Current Scale"? Does it do this if you specify a predetermined scale?

Transparency is likely due to the map service image format. Some image formats do not honor transparency like JPEG. In your map service properties, try changing your image format to something like PNG32 to see if that helps.

Thanks!  I didn't have the Image format set in geocortex, just on the service so that fixed it the transparency issue.

Changing the scale to current, or even the largest available (here 1:975) doesn't change it.  The services that are exhibiting this behaviour are tiled which seems to be the issue.  The layer I showed only has tiles to 1:31,250 and then should go away (and does, just not on print or export).  Even if I override maximum scale in geocortex, it shows up on the print.  Another (non-tiled) service doesn't show up on the print; it functions correctly.
