Insert Image in Report from URL

How can I insert an image in a report from a URL?  I want to show images of houses in our property report that are on our web server but I only have access to them through the URL.

 

For example: https://www.washco.utah.gov/forms/images/watermark/?w=m1&d=assessor&s=search&p=Photo/0620545&i=2018_PRI_4-8-2002_1.jpg
