Read access to Data Store Documents

I have a public site with anonymous access.  I set up a specific user account using Geocortex security and set up the ability to access this way as well.  I set the Data Store Policy to allow Public Read Access, but not Edit.  I want the users to be able to open and use, but not change projects.  But when I try to open the project using the URL, it says I need to sing on to access.  When I go on to the site as anonymous and try to open a project, the list of available projects is empty.  What am I missing?

  I notice that on our main site, I'm only able to see my own projects, even when I uncheck the box for just mine...
