  Are you using Workflow 5 or Workflow 4? Geocortex Essentials v3.7 would did not support Workflow 5, so I am assuming Workflow 4. The listbox is a WPF activity. You would probably need to develop a custom activity to wrap <Grid> code in a <DataTemplate>. I don't think the default Listbox form element supports that ability through the Runtime Modifications.
