Allow Workflows to Toggle Label Visibility for a given layer

This would be useful if the end result of a workflow has different needs than the defaults in the map.  For example - if we don't want labels turned on be default, and have a "Zoom to Feature" workflow - but want labels showing when this workflow is done.
