Insert a widget/view into an existing view/viewModel?

I would like to add a row to the LayerDataContainerRegion above the layer list that promotes adding a layer either through layer catalog or add layer tool. 

 

Is there a way I can programatically inject my custom widget/module in the existing layer list panel?  I can tell that the layer theme module is inserted as a widget in the framework.  If I point my custom module at the LayerDataContainerRegion, it just takes over the whole panel.  I would like to keep what is there, but just add to it.  Is this possible?

  I'd recommend reviewing this documentation and then if you still have development questions you can reach out to your Account Manager to schedule time with a developer. This time is billed at a higher rate than normal support.
