Is there a way to preset the snapping environment? Currently the user has to scroll through all the layers in the table of contents and find layers that they would like to snap to while not necessarily knowing what layers to snap to. Thnx.

  In Manager, at the bottom of the layer details page, is a checkbox to Allow Snapping.  This is on by default.  I generally go into the Site.xml and replace snappable="true" with false for all, then reload the file and then go into Manager and just select the layers you would like users to see.  I generally just make Parcels snappable.
