How can I have the I Want To Menu open on startup for mobile devices?

In Manager, I can enable or disable the I Want To Menu.  I would like the I Want To menu to not only be enabled, but expanded/opened on startup for mobile devices.  I looked through the handheld.json.js, but could not find anything.

  What if you set the visible property of the IWantToMenuView to true? "id": "IWantToMenuView", "viewModelId": "IWantToMenuViewModel", "visible": <b>true</b>, And check this thread

  I tried that, but it did not open the menu on startup.  I also updated the handheld.preview.json.js, but still no change.
