Get Layer Theme from workflow

Is there a method to determine the active LayerTheme from a workflow?  Here is the reason for the question in case another method is available...I would like to iterate the active layers (shown in the layer list) to determine which layers are visible to populate a combobox in a Display Form for layer selection.  Any ideas are appreciated.
