Feature services drawing on top of map services
I have a Geocortex Essentials webmap containing both map services and feature services. The issue I am having is that the feature service layers are always drawing on top of the map service layers, no matter where they are in the drawing order. I found a post by someone who had a somewhat similar issue 4 a few years ago, linked below:

Is this the intended functionality? Is this an idea or bug that's never been addressed?

Any update on this one? I've also experienced this issue. I have a polygon feature layer which always draws overtop of the line service no matter the draw order that is set. Fairly inconvenient in general. 0 -
Sorry just as a follow up the reason I need it as a service as GE doesn't support feature layer labeling from portal. So I need it as a service to be able to label the line based features. 0 -
Hi Shawn,
There are a few existing issues with layer drawing order as configured in Manager. Does the combination of Manager configuration and changes made within GVH still prevent you from configuring that map as you'd like? Thanks, Stefan

Hi Stephan, yes it is currently restricting me from proper confguration. I've put up a theme on a public map so you can see what I'm taking about.

The lots and concessions layer is a map service. It needs to be a map service as Geocortex doesn't support labeling on feature services from portal. The soil layer is a feature service coming from AGOL (although same from portal). Even though in manager I have the service set to draw above the soils layer, soils always draws on top. If you up the transparency you can the lots getting drawn below.0 -
Hi Shawn,
Thank you for the reproduction steps. I'll create a bug report for what you are seeing. It appears to be related to using data from within a web map rather than from adding individual map and feature services to the site.

Stefan, we are also experiencing this issue. Currently working on a project where we have a current inventory of points shared through a map service. We are working with an external group to update the inventory and want to show their progress next to our existing inventory, which they are collecting using a feature layer that is being hosted on ArcGIS Online. I created a view of that feature layer to show in Geocortex (with drawing order set below the map service for the existing inventory), and this issue seems to be occurring here as well. No matter what I try the feature layer is always showing up on top of the other services.
Thanks,

@Stefan we are also experiencing this problem, but we are not using a web map. We are running GE 4.11 and GVH 2.12.1. You can see the behavior in the Zoning and Historic Districts group in this viewer. Historic Districts is above Zoning in the map service list. I'd be happy to show you more info if it would help 0 -
Hi Everyone,
After speaking with the lead developer on this project, it appears as though this is the expected behaviour according to the Esri API. Feature layers will always draw above map services layers, regardless of if they originate from a web map. In 4.13, we are introducing support for labeling of feature services from Portal, which may help in some of these scenarios.
Thanks, Stefan
