Remove results feature actions menu

I'm trying to remove the feature results action menu, but I can't quite get it to work. If I remove the FeatureSetResultsFeatureActions from the viewer config, all of the menu items go away, but the menu's ellipsis icon remains and just has no items. Any ideas on how to remove the menu entirely?
