How to tab between form elements in WAB Workflow panel widget

I have a workflow with a form that contains several user inputs. If I load the workflow in a panel widget, the user cannot tab between the inputs. This is very frustrating because it makes the form inaccessible.

 

The same workflow in a modal widget works fine and as expected where the user can tab between inputs.
