Improved Language Localisation support across Geocortex Suite

Recently I was asked to diagnose an apparent issue with a lack of support for the Geocortex Language Tool and LPK implementation. https://docs.geocortex.com/essentials/latest/admin-help/Default.htm#ge/admin/geocortex-essentials.htm

The units were localised, metre, kilometre etc. These were successfully implemented in the Essentials Management Interface. However when printing using V4 Templates and using tools like the Buffer Tool these localised customisations were ignored and default spelling (US) was used.

The idea would be to have more extensive support for localised languages across the Geocortex Suite and in particular, the interfaces that face the most people like printouts and developed Essentials Sites over the Management interface that faces relatively few.
