Map Tip not resizeing in Handheld

Hi All, when I modified the Desktop.css it works fine for resizing the map tip, but the same modification on handheld.css dosent make any changes:

 

 

.map-tip-view { width: 400px; height: 200px; } 

 

.map-tip-view .feature-description { height: 40.45em; }
