How to Disable ExportResultsTo from a workflow

We need to disable the ExportResultsTo command for certain users.

 

We were thinking of doing this in a startup workflow. But the question we can't find the answer online is if there a way to disable a ContextMenu from a workflow where we also get the User Information ?

  Were you able to find a way to disable export for certain users?  We would like to do the same thing.
