Error message : ”Authentication token required. (status code 499)"

Good day,
My clients are not able to sign in to Portal for ArcGIS 10.7.1 using publisher connection, while other users with using different AD-account are. The problem occurs even when using the same computer. Making plank profile seems to help with the issue. What could be causing this?
Our client is using, single sign on, Citrix environment and smart card to login. They don't have the same problem with 10.6.1 Portal. Using build in Portal accounts works just fine and users have same level and rights in Portal for ArcGIS.
Error message they are getting is:
”Authentication token required. (status code 499)"
I have been providing them with a possible workaround on this to check that the WMS Services which were giving an error, were secured. Furthermore, inform them that OGC WMS and WMTS services secured with token-based authentication are not supported and hence, they have to be shared with everyone.
Once the services were shared with 'everyone' from Server Manager, the ArcMap users will be able to sign in to Portal for ArcGIS.
