Use of meta tags for SEO

One of our clients asked us to improve their search engine ranking for their Essentials site.  I looked at the index.html content and there doesn't seem to be a description meta tag at all.  Also, the default title tag just has a generic title string - I'm guessing this is updated through javascript when the site loads.

Does anyone know if search engine robots will index the generic title text or would they get the site specific title that javascript replaces it with?  Also, does anyone know if it's possible to add a description tag that would get updated with site specific text when a site loads?
