  I've noticed that he viewer folder is missing from the HTLM5 viewer download and is not included in any downloads from 4.13.1 onward. Has the location changed?

  Wonder if it is because it is inside the vte file.  If you open the vte with something like 7-zip or rename the file to .zip you can open it.  Once open, inside Export.zip is the viewer source and inside ManagementPack.zip.  Someone can correct me if I am wrong about this.
