Activate snapping visible at all time?

Our users would like to have the buttons Activate snapping and Select snapping layers available without having to initiate an edit session on the toolbar.

 

 

As it is today the tools first appear when you activate Create new feature.

 

 

 

How do we get Activate snapping and Select snapping layers to be available as buttons on the toolbar at all times?
