More User Preference Options - Color + Locale

RELEASED: Web 5.13

Draw/highlight color and locale would be helpful in the User Preference component. This can be done now with a workflow and custom form elements but makes more sense to add these options to the current User Preference component.

Draw/Highlight - Color picker

Locale - Dropdown of only configured locales. If none, hide.
