Portal Web Map - Custom Attribute Display vs List of Field Attributes

I would like to use the Custom Attribute Display in the Portal Web Map to configure my Feature Details window. The problem is that the Custom Attribute Display appears above the Feature Actions, instead of replacing the List of Field Attributes. Then the List of Field Attributes remains at the bottom, making a very long Details panel to scroll to the bottom of to view relation features.

I want the Feature Actions to remain at the top of the Details panel, and the Custom Attribute Display to simply replace the List of Field Attributes.

Note: I don't have this problem in Geocortex Web, but I need this to work in Mobile. In Web, the Custom Attribute Display simply replaces the List.
