Labels don't initially label when zooming between label classes

I have a layer published on our Enterprise 10.7 server via ArcGIS Pro and GC v5.14 that has three scale based label classes 0-10k, 10.1-50k, and 50.1-90k. The only thing that changes between classes is label size and halo size.

 

On the initial load of the map on iPhone, Android, or Windows (latest app versions) only the largest scale class will label. Once you zoom in farther than that the other classes will not label. But when you pan away from where you initially zoomed the points will label with the proper class, and if you pan back the first points that initially didn't label will start working. Once that is done all label classes and labels work as they should no matter where you are or what zoom you go to and from.
