Create a Circle by (touching) Two or more Points

I have a request for a Workflow but I am having trouble seeing if it is doable. 

The request:

1. Have a user draw 2 or more points in the HTML5 Viewer

2. Create a minimum bounding box around these points. The points can and should fall on the radius of the circle.

3. Add the circle to a feature

Does anyone know the best approach for this? Something like the image below:

There is an existing tool in ArcPro called Minimum Bounding Geometry.....I am essentially trying to recreate this process in Workflow.
We are using an HTML5 Viewer so are limited to only run Arcade Script as well......

Any suggestions would be appreciated!
