Add Graphics should append new Graphics?

When using the Add Graphics activity with the Remove All Features set to false, should the added graphics be appended to the features already in the specified graphics layer?

I'm trying to build a collection of features, but the Add Graphics activity seems to always replace the features with those being "added", which seems to defeat the purpose of an Add Graphics - Remove All Features boolean toggle.

Let me know what I'm missing.

  That's not been my behavior in the past... I'm curious what client and version you you're seeing this in.
